Different Types of Licenses forEngineers
P.Eng. License
•be at least 18 years old;
•be of good character (must submit character references);
•meet PEO's stipulated academic requirements for licensure (hold anundergraduate engineering degree from a Canadian EngineeringAccreditation board (CEAB)-accredited program, or possessequivalent qualifications), and, if required, successfully completeany technical exams.
•fulfill the engineering work experience requirements (demonstrateat least 48 months of verifiable, acceptable engineering experience,at least 12 months of which must be acquired in a Canadianjurisdiction under a licensed professional engineer); and
P.Eng. License: AcademicRequirements
•Must have a bachelor's degree in engineering froma Canadian university program accredited by theCanadian Engineering Accreditation Board (CEAB) orequivalent academic qualifications.
–If bachelor's degree in engineering was obtained from a non-CEAB-accredited program, qualifications will be assessed againstthe Canadian Engineering Qualification Board (CEQB) criteria inthe engineering discipline.
•academic background is assessed by PEO to determine whether it isequivalent to the established standards. PEO assigns technicalexams to give applicant an opportunity to confirm (ConfirmatoryExamination Program) that his/her academic preparation is equivalentor to remedy any identified deficiencies (Specific ExaminationProgram).
P.Eng. License: Work Experience
•Ontario law requires that an engineer havefour years of engineering work experiencebefore he/she can obtain his/her professionalengineering licence.
–At least one year of experience must be obtainedin a Canadian jurisdiction under supervision oflicensed engineer.
P.Eng. License: Work Experience
•Work experience assessed against 5 criteria
–application of theory;
–practical experience;
–management of engineering;
–communication skills; and
–awareness of the social implications ofengineering.
Pregraduation Experience
•only pregraduation engineering experience gainedafter the mid-point of the bachelor's degree course iseligible for assessment;
•a maximum of 12 months is eligible for assessment;and
•pregraduation experience cannot be credited in lieuof the required minimum 12 months of Canadianexperience.
P.Eng. License: PPE
•The PPE is a three-hour, closed-book exam onethics, professional practice, engineering lawand professional liability.
•It is held three times a year (in April, Augustand December) in major centres across theprovince.
•To reduce the time to licensure, applicants areencouraged to write the PPE early in thelicensing process.
Limited License
•A limited licence can be issued to an individualwho, as a result of at least eight years ofspecialized experience, has developedcompetence in a certain area of professionalengineering. Regulation 941, amended to O.Reg. 71/15, sections 45 to 50.1 apply to thelimited licence:
Limited License
•45. The following conditions apply to everylimited licence:
–The practice of professional engineering by the holderof a limited licence must be limited to the servicesspecified in the limited licence.
–When the holder of the limited licence ceases toprovide the services specified in the limited licence,the holder must notify the Registrar, and return to theRegistrar the limited licence and the seal issued to theholder. R.R.O. 1990, Reg. 941, s. 45.
Limited License
•46. (1) The following are prescribed as requirements and qualificationsfor the issuance of a limited licence:
–The applicant holds a three-year degree or diploma in an engineering,technology or science program or has equivalent educational qualifications,and possesses the knowledge base corresponding to the scope of serviceswithin the practice of professional engineering to be provided under thelimited licence.
–The applicant shall demonstrate at least eight years of experience in thepractice of professional engineering that meets the criteria set out in thedocument titled “Guide to the Required Experience for a Limited Licence inOntario” and dated March 2014, published by and available from theAssociation
•with at least six years of the experience corresponding to the scope of serviceswithin the practice of professional engineering to be provided under the limitedlicence
•and at least four of those six years’ experience being acquired in a Canadianjurisdiction under the supervision of one or more persons who are legallyauthorized to engage in the practice of professional engineering in a Canadianjurisdiction.
Limited License
–The applicant shall pass the Professional Practice Examination.
–The applicant shall demonstrate that he or she is of good character.
–Submit required application form and pay required fees.
Provisional License
•A provisional licence may be issued to an applicant for aprofessional engineer (P.Eng.) licence who has satisfied all ofPEO’s licensing requirements except for the minimum 12months of verifiable and acceptable engineering experience ina Canadian jurisdiction, under the supervision of aprofessional engineer licensed in the jurisdiction in which thework was undertaken.
–Requirements
•satisfied PEO’s academic requirements for licensing;
•passed PEO’s Professional Practice Examination; and
•demonstrated to PEO’s satisfaction at least 36 months ofacceptable and verifiable engineering experience outside ofCanada.
Provisional License
•Conditions
–The provisional licence is valid for 12 months from thedate of issue. It may be renewed once for up to 12months if the Registrar is of the opinion that renewalis necessary to enable the applicant to acquire theexperience.
–The holder of the provisional licence is entitled topractise professional engineering only under thesupervision of a professional engineer, and shall notissue a final drawing, specification, plan, report orother document unless the supervising professionalengineer also signs, and dates it and affixes his or herseal to it.
Temporary License
•42. (1) Every temporary licence must specify,
–(a) the works, facilities, machinery, equipment or other property inOntario to which the temporary licence relates;
–(b) the name of the person, firm or corporation by whom the holder ofthe temporary licence is employed or engaged to perform services inOntario within the practice of professional engineering;
–(c) the name of the Member, if any, with whom collaboration isrequired under this Regulation; and
–(d) the period of time, not exceeding twelve months, for which thetemporary licence has been issued. R.R.O. 1990, Reg. 941, s. 42 (1).
–(2) It is a condition of every temporary licence that the services withinthe practice of professional engineering that may be provided by theholder of the temporary licence are limited to the services specified inthe temporary licence. R.R.O. 1990, Reg. 941, s. 42 (2).
Temporary License
•43. The requirements and qualifications for the issuance of atemporary licence are payment of the fee prescribed by thisRegulation for the temporary licence and one of the following:
–1. Residence in a province or territory of Canada other than Ontarioand membership in an association of professional engineers in anotherprovince or territory of Canada that has objects similar to the objectsof the Association and that requires qualifications for membership atleast equal to the qualifications required for the issuance of a licenceto engage in the practice of professional engineering in Ontario.
–2. Qualifications at least equal to the qualifications required for theissuance of a licence to engage in the practice of professionalengineering in Ontario.
–3. Not less than 10 years of experience in the practice of professionalengineering that is relevant to the work to be undertaken under thetemporary licence, and wide recognition in relation to that practice.R.R.O. 1990, Reg. 941, s. 43; O. Reg. 71/15, s. 14.
