•GENERAL OBJECTIVE:
Inter-institutional coordination to promote actions and mechanismswithin each institution and among its officers to enable DGME andPANI to provide assistance and protection to foreign boys, girls,and adolescents in an efficient and effective manner, within theframework of the development of the joint plan of action, ensuringcompliance with the Child’s Best Interest at all times.
To promote a humanitarian approach, ensuring respect for therights and the comprehensive development of each boy, girl, andadolescent, applying criteria of universality and specificity.
PROTOCOLSObjectives:
To orient actions and establish priorities inproviding assistance to boys, girls, andadolescents.
To raise awareness and promote awareness byofficers of DGME and PANI to ensure full respectfor the rights of boys, girls, and adolescents inproviding assistance to these populations.
To consolidate procedures and mechanisms toenable an accessible, effective, timely, andexpedited response by DGME and PANI, ensuringrespect for the rights and the comprehensivedevelopment of boys, girls, and adolescents.
•ObjectiveThe Protocol establishes the procedures to beimplemented by the General Directorate of Migrationand Immigration (DGME) and the National Children’sBoard (PANI) to regularize the status ofunaccompanied or separated foreign boys, girls, andadolescents, with the aim of identifying and findinglasting solutions to meet all their needs forcomprehensive assistance and protection throughinter-institutional actions, considering their opinionsand ultimately, resolving their situation.

• The Protocol establishes the procedures to be implementedby DGME) and PANI to address the situation ofaccompanied foreign boys, girls, and adolescents whosefathers, mothers, relatives, or guardians are in the process ofbeing deported by DGME, with the aim of ensuringcomprehensive protection and compliance with the principleof the Child’s Best Interest for migrant boys, girls, andadolescents.

•The key objective is to ensure respect for the basicright to an identity of boys, girls, and adolescentswith an irregular migration status that are under theprotection of PANI, granting them a legalmigration status to facilitate their integration intoCosta Rican society.
