•In September 2012, the legislaturepassed, and the governor signed,Senate Bill (SB) 1458 whichsignificantly changed thecomposition of the high schoolAcademic Performance Index(API).

•Beginning with the 2015–16 APIcycle, the state assessment resultsmay only constitute 60% of a highschool’s API. Currently, stateassessment results constitute100% of the API.

•Beginning with the 2015–16 APIcycle, 40% of a high school’s APImust be from indicators other thanstate assessments, such ascollege and career readinessindicators and graduation rates.

•New indicators may only be addedto the API one full school year afterthe State Board of Education(SBE) adopts the indicators (i.e.,the SBE must adopt new indicatorsfor the 2016 Growth API by July2015).

•By October 1, 2013, the StateSuperintendent of PublicInstruction (SSPI), in consultationwith the PSAA AdvisoryCommittee, shall report to thelegislature an alternative to thedecile rank as a method fordetermining eligibility, preference,or priorities for statutory programs.

•By October 1, 2013, the SSPI mustrecommend to the SBE a methodor methods for increasing theemphasis on science and history-social science. This emphasis mayoccur through changes in the APIor through other means.

Recommendation to SuspendAssessments
•Beginning with the 2014 springtesting, suspend all portions of theStandardized Testing and Reporting(STAR) Program that are notrequired by the Elementary andSecondary Education Act (ESEA) orthe Early Assessment Program andadjust the API to reflect thesuspension of such assessments.

•On February 12, 2013, the CDEpresented the PSAA AdvisoryCommittee with four options forincorporating graduation data intothe API. After reviewing all fouroptions, the Advisory Committeeproposed their own option (Option5)

•The Advisory Committee requestedthat the California Department ofEducation (CDE) and the TDGconduct further analyses on theimpact of the proposed new Option5.

•In addition, the Advisory Committeerequested that the CDE and the TDGexplore other options forincorporating the graduation datainto the API to reduce the negativeimpact for Alternative SchoolsAccountability Model (ASAM) schoolswhich may not have the primarymission of graduating students.

•In Option 5 four-year graduatescontribute 1000 points, SpecialEducation Certificates contribute1,000 points, General EducationalDevelopment [GED] Testcontribute 800 points, and non-graduates contribute 200 points tothe API.

In January 2013, the SBE rescindedactions made by the prior SBE in2010, which adopted two sets ofstandards in grade eight Mathematics.The SBE approved a single set ofstandards—the grade eight CommonCore State Standards (CCSS) forMathematics.

In light of this adoption, theCalifornia Department of Education(CDE) requested that the StateBoard of Education (SBE) eliminatethe current API rule which lowers theperformance level for grade eightand grade nine students taking theCST in General Mathematics.

–Lower the performance level by one forgrade eight students taking the CST inGeneral Mathematics.

•Eliminating this penalty would assistschools in their transition to the CCSS.

At the March 13, 2013 SBE meeting, theBoard approved the elimination of thecurrent API rule which reduces theperformance level for grade 8 and grade 9CST General Mathematics resultsbeginning with the 2012 Base API.
