The California Emergency Management Agency (CalEMA) was established as part of the Governor’s Office onJanuary 1, 2009
Created by Assembly Bill 38 (Nava), which merged theduties, powers, purposes, and responsibilities of theformer Governor’s Office of Emergency Services withthose of the Governor’s Office of Homeland Security.
Cal EMA is responsible for the coordination of overallstate agency response to major disasters in support oflocal government. The Agency is responsible for assuringthe state’s readiness to respond to and recover from allhazards – natural, manmade, war-caused emergenciesand disasters – and for assisting local governments intheir emergency preparedness, response, recovery, andhazard mitigation efforts.
