[r1]Sharing“ means Rights Management in the INSPIRE Context
INSPIRE Directive Requirements
 (6) The infrastructures for spatial information in the Member Statesshould be designed to ensure that spatial data are stored, madeavailable and maintained at the most appropriate level; that it is possibleto combine spatial data from different sources across the Community in aconsistent way and share [r1] them between several users andapplications; that it is possible for spatial data collected at one level ofpublic authority to be shared between other public authorities; that spatialdata are made available under conditions [r2] which do not unduly restricttheir extensive use; that it is easy to discover available spatial data, toevaluate their suitability for the purpose and to know the conditionsapplicable to their use.

[r1]Private Sector can be integrated; IPR management with
contracts do also include private sector (in opposite to pure law)
INSPIRE Directive Requirements
(17) Network services are necessary for sharing spatial databetween the various levels of public authority in theCommunity. Those network services should make it possibleto discover, transform, view and download spatial data andto invoke spatial data and e-commerce [r1] services.
 [r1]Clear requirement
INSPIRE Directive Requirements

Conclusion
INSPIRE Directive requires geo rights management(GeoRM)
Different roles are responsible for different sub phases toestablish or to maintain a contract (account) and to deliver(bind) the contracted product
GeoRM offers identity, license, price & order and emergencyfunctions
GeoRM offers for the sub phases components:
GeoRM Broker for (Identity | License | Price | Emergency) account establishment
GeoRM Manager for (Identity | License | Price | Emergency) account maintenance
GeoRM Gatekeeper for (Identity | License | Price | Emergency) delivery
Publish-find-bind is enhanced topublish-find-agree-bind for integration purposes
