 Well educated, skilled and healthy population  essentialfor  any strategy of national development
 In Ghana this should occur within a decentralised systemof planning and implementation
 Specifically  in the area of human resources, criticalissues revolve around their  development, deployment  andmanagement
 Thematic area includes: education, human resourcedevelopment, productivity & employment, healthpromotion including HIV, AIDS and STDS, populationmanagement including migration, youth and sportsdevelopment , poverty reduction and social protection

 Education: Uneven access and gender disparity at alllevels; Poor quality of teaching and learning; Governanceand management constraints
 Human resource development, productivity andemployment: inadequate employment opportunities, lowproductivity, inadequate labour  market  information system,occupational health and safety issues
 Health:child and maternal survival, sustainable financingarrangements, maldistribution of  health sector workers;Stigma and discrimination associated with HIV and AIDS
